That happens, unfortunately. Sometimes too many entities spawn and the server can't create any new ones.

Let's see vsh_crevice_b5 make an appearance to Saxton Hell :D.
Crevice is way too big for vsh.

The complexity of the map has to be taken into account as well. Crevice has various caves/tunnels and buildings scattered all over the map where players could just hide and drag rounds along.
