After reviewing the server chat logs, I've come to the following conclusion: what happened between you two was the result of a personal disagreement that could have been avoided. I'm not going to take any action against this player as they're not a "habitual troll" as you claim; you simply instigated a conflict with him by commenting on his hat, and that eventually led to a back-and-forth argument.
Additionally, our jurisdiction is simply over issues that occur on our servers and the services we operate. If you feel it prudent, you should use the 'report' feature on steam community to deal with any issues that occur on that website.
