Two separate issues. We got rid of SH #2 primarily because we were running out of cpu power to support all the servers we're running. Ping spikes are more often networking related.
A recent TF2 update (few weeks ago?) introduced some crazy optimizations, so our CPU usage reduced quite a bit. In response I recently added 2 slots across the board to most of our servers to support 30 slots, but I don't think we have the capacity to host another server.
However, I have been tossing around the idea of getting MvM Hell back up and running on our other server (the web/sql server). No promises though.
