what makes you think that they won't try being useless with other things like conga and other taunts
even if you ban those too they can just sit in a single area and do nothing
not like it's a good thing to do but it's just food for thought

The conga users are always moving forward even if they are last and have a willingness to play if others die. Can't say the same for relaxo users

I don't see a problem personally with Relaxo's since you can push people in it and easily ruin the effect.
