spyper again

can spyper get a little buff
1. give him a restitance to sentry or rage gain to be faster
2. cloak regain i had to wait 30 seconds for his cloak to regain to half way

He's supposed to heal by picking up ammo, which is why his health is so low, but I don't think it even works...

it wont work at all
