Friendly Player on Saxton Hell

There has been a friendly player recently. He either stays in one spot and does nothing or walks around the map doing no damage.

One demo of such an incident:  http://www.mediafire.com/download/kvthkkbtjte6kre/sparta.dem

Steam ID:  "spartaciones"      STEAM_0:0:92804207

He even said this in chat right before the demo was taken:

spartaciones :  dont kill me hale
spartaciones :  i am friendly with hales

Has been told by me and other players being friendly is not allowed.

Christian Brutal Sniper: Bloody piker!

It says "Missing map", so I couldn't play it. I had to fetch it over at GAMEBANANA first.

The demo file will be wrote over when I record demos. (Saved as slot2.dem)
