Are the sounds bugged or is it just me?

So basically any time hale and his friends are supposed to say something, no sound comes out. Instead, the console spews out things like:

And it would always come out in 2's/4's/etc, but I'm not sure if that matters. I just thought that was interesting.
I've already deleted and re-downloaded all the sounds but they still don't play.
Is this server-wide or is it just me?

My client is also bugged by this after it had been working fine.

Basically all custom sounds don't work.

Edit: It looks like deleting tf/sound/sound.cache fixes it? Likely temporarily until whatever broke it initially breaks it again.
