I don't think it should as almost any class can have it except for Spy and Engineer. With that, if the Scout was having a Ham Shank, then hits on Hale would make him faster and have more health.

Still, I don't see how they would make an all-class weapon affect only one class, and it would be a bit pointless to have since you can just use the normal Eyelander or get a skin that remodels the Eyelander into the Ham Shank.

saxxy has all class stuff and can backstab so yeah why not
