A new beta test is available under your account settings called Steam Beta Update(AKA: Steam Broadcasting Beta). This will allow you to stream any game directly through steam in a way similar to Twitch and other sites. You can join a friend that also has the update by right clicking them on your friends list if they are in-game.
I did a few tests, 2500 kbit/s was the most stable mix of quality and speed with a streaming res of 1080. This will probably not be the same for you, maybe, as I have near infinite bandwidth. Games include TF2, Dark Souls 2, and The Binding of Isaac: Rebirth. Frames unlock for some bizarre reason for Dark Souls 2, the game is originally optimized to be capped at 60 on PC. Oddly, you gain about 30-50 extra frames(depending on your computer, of course), therefore speeding the game up. Isaac is the same way. It seems that if the game is clientsided and you're on a decently beefy PC, there is no way to avoid having extra frames while broadcasting.
