Tangible proof (demos, screenshots, etc). It must be relevant to the incident. (As an example, a screenshot as proof of micspam isn't helpful).

yea i couldnt upload my demo so yea thats why we got screenshots, also many people other then me see him do this all the time like turret doom phil vlouis and lunacy

While I agree with your other 2 points, this one in particular doesn't really seem to fit. I've seen some really good F2P's in my day, so this point can be argued as invalid for showing prejudice towards one group of people in a video game.

The problem is that screenshot alone aren't enough in a case like this, simply because they can be argued in any direction: maybe they were afk, maybe they just had a bad round (as unlikely as it is), etc. A demo is practically required for such a report.
