Title: give taunt crits to cow mangler in taunt crit servers

It's now very similar to stock to so perma minicrits has to be removed for balancing.

taunts on a taunt crit server should give taunts to any wep regardless

but really if it says cannot be crit boosted pretty sure it cant

if it still can't crit regardless, even if forced to crit with tauntcrits, it should still keep its minicrits in vsh.

all alien weapoms besides flamethrower has ammo that never ends
