Usually the files you download should include a README document telling you where to install the files. Its as easy as copying and pasting files.

I actually have a question. I removed a few skins a while ago, but the purple and black texture thing is still there. How do I fully remove skins?

Thats the question of the day. Perhaps you should do it the hard way and reinstall tf2. Otherwise, there's google.
Also, its odd how my images aren't showing up in the OP...

This will usually happen if you don't fully delete a mod/re-skin you'll have to hunt down for the file/files and delete it/them, I find it helps to re-download the mod or open WinRAR and find the .zip, then follow the download path of the mod and delete any files you find that are already in your tf folders. :-*

I have Frankenhud which is in my opinion really good. It goes well with the aesthetic while improving upon the old hud. I also have a couple silly skins like a gingerbread sandvich and a Bonnie and Clyde style scattergun.

delete both the skin and the material file which goes with the skin you downloaded.
