Title: Serverside unusual effects for donators

I've seen servers where donators can get unusual effects on their hats for that server only, why not do that here for the donators? o wo/

We purposely don't give donators any Valve created content that they've given intrinsic value to (hats, weapons, unusual effects, etc). The only case where we've really broken this creed is with killstreak weapons, which I still consider somewhat iffy. The goal is to not provide donator perks that Valve may one day clamp down on servers for providing.
