Nope, any time a sentry or dispenser is built by anyone it will have a random hat from a preset list on top.

Also, Punishment, not sure why I didn't notice this till now, but those texture resolutions are seriously low. I honestly thought you had put a mosaic censor over the text on the dispenser for some reason, then I looked again and realized that all of the textures are blurry in your screen shots.

Maybe his computer can't display high resolution; for some reason he's using an IGD or has a low-end graphics card. Also, while it seems fair that there is some trade-off between speed and quality, setting the quality higher than what your machine can handle makes it more prone to crashing. TF2 only needs 1GB RAM and a GPU with 256 MB memory (at best).

He plays on a potato, he bought it at his local grocery store. It runs SpudOS-98 and comes with the latest sea salt and vinegar chip.
