Title: Rappy & Demo (And Other hales)

So for Rappy and Demoman, at the end of the round the hale still had rage left and kept spamming it.
And it ended up crashing the server. Ive been told that other hales,
like some drug hales do it too but as far as I know,
someone spammed Rappy's rage and it crashed the server.

I've added a slight cooldown to how quickly rage can be reused, that should hopefully prevent crashes.

I think this was also an issue in the VSH plugin too at some point. :|
