On hales that use rage which give you the drug effect, occasionally the screen gets stuck sideways, totally distorting the controls and making it very difficult to play. The bosses that can cause this glitch to occur are Dic Soupcan and Wankers. (Record in console does not fix this bug)

How often is "occasionally"? Can it be reproduced easily?

I've seen it sometimes when spectating someone, though I'm not quite sure if it can be reproduced easily (my guess would be somewhat).

Yea, as of late I've been seeing more players with view angles with significant roll than before, but only when spectating. It sounds like Valve touched some view angle internals and now things like the drug effects aren't correctly clearing roll.

Okay well maybe this will be fixed now. I'm not able to reproduce this issue so I'm not entirely sure what's causing it, but I've added some patchwork that should reset the view angle roll on players.

Honestly wtf
This is from a hale without drugs so I dont know if drugs were the cause

That's normal. Or at least normal for TF2 currently.
What isn't normal, however, is having view roll when you're not spectating. Is that still happening?

That hasn't been an issue for me or anyone I know. Just when spectating.
