I think the Pass Time server should be turned into a Surf server. Yeah, I know, there's already a bunch of other surf servers but they're mostly in Europe (for some reason) and aren't really that great. At least it's better than having the pass time server laying around just being a big waste in resources and money.
Some plugin suggestions for said surf server (or essential (rather than what's defaulted to every server ;P))
*Bhopping
*No colliding with players and opposite teams
*Speed Counters
*Ranking (in terms of completion time)
*Projectile no colliding (rockets, stickies, flares, etc so no cheating ;P)
*No PvP (Combat surf isn't really fun)

ReSurfed has plenty of servers in the US, and they're skillsurf.
Honestly TF2 isn't the game to go to for surfing; install CS:S and hit up KSF.

maybe a stock maps, default gameplay will bring in some traffic now that there are no more valve pub servers since they're all casual-mode-locked now and the only way to play on those kind of maps now is browsing the community
heard it's difficult to find a good server playing on dustbowl or badwater these days
