As i understand it, Luigi, in Mario Kart 8, is/was glitched. As he was spawned in game, his eyebrows would be lower than normal and his "shoulder check" would be more "pronounced" than normal.
That is, that's what i noticed people were seeing... i never saw the glare for myself.
