Zombie Hell / Rework Thieving Perk

It's a bit goofy for a zombie to be able to use a cow mangler in any situation, and also goofy for a soldier to be able to indefinitely lose their main weapon.

Proposed changes:

1. Zombies gets x seconds of crit buff after hitting a player with an energy weapon.
2. Player with the energy weapon suffers "energy leak" for x seconds, which basically drains the energy meter faster than one can reload / blocks using it for that time.

Zombie Hell / Give survivors instant respawn during setup time.

It's a bit ridiculous to have to sit through a 9 second respawn time when the round has 10 seconds before it'll actually start.

Or even worse, if you change classes and there's only 9- seconds before the round starts.
